Depends on the disabled, and the disability. If the person is confined to a wheelchair, my guess would be to get them closer to the monument in question. But if it's a mental disability, sometimes (and this is extremely hard to say, and harsh) we do it for ourselves, not them. Sometimes, they just don't care.
