It depends on what year the bike is as to where the turn signal modual is. But try looking under the speedo in the dash. You may have to pull the tanks to get to it. try pulling just the right side tank and let it hang...put a rag on the air cleaner....you can see it buried under the speedo ...you can get to the plug for testing...follow the manual.just lift up the connector.replacing it you have to loosen the speedo mount
There is no flasher, it has a turn signal module under the seat, one bolt in the center holds a flat module, about 2 in by 3 in
On newer Sportsters the module is located under the battery. You have to remove the battery then pull up on the rectangular cover of the module on the bottom of the battery tray.
The turn signal canceller P/N 68537-89(C) is zip ties to the right fork tube under the plastic triple tree cover.
Under the seat. Between the battery and the fuel tank. Right under the slot your seat tongue slides into there is a larger hole in the frame...In that hole you see a silver box with a grey 8-place deutsch connector. You found the turn signal module
I have a 99 Sportser which should be the same. Mine just went out and it is located under the seat bolted to the rear fender.

The turn signal module is combined with the hazard light module. You need to remove the dash trim to get to it. It is right behind the hazard light switch.
The 1998 Oldsmobile Intrigue turn signal flasher control module is below the dashboard on the drivers side of the passenger compartment. The signal flasher control module should be labeled as such.
Press both turn-signal buttons simultaneously.
The newer GM vehicles incorporate the turn signal flasher with the hazard warning module
