Well a Ninja 250cc makes about 28hp which is pretty impressive. I would guess between 10 and 20hp for that 208cc engine unless it is a two stroke which would make it more like 20 to 30hp.
Added - I have a 208cc engine on a portable generator, its rating is 7HP. It depends on the use of the engine, you can get a lot more power from a marine engine than an air cooled engine.

CC's of an engine refer to displacement. That has nothing to do with horsepower. Compressions ratios and other factors can cause large variations in horsepower for similar sized engines.
Wrong question. A 208 cc engine (gasoline I suppose) has no fixed horsepower per cc. But experience can help here. It is about 12 horsepower or maybe more depending on the efficiency of the engine.

A 208cc engine would be a 8.32 Horsepower engine. The math goes like this... 1 x HP per each 25 cc for conventional engines. It is slightly lower for fuel injected engines, about 22 cc.

There is no direct correlation between displacement and horsepower. Just as an example, a standard 350 cubic inch Chevy engine can be built to produce anywhere from 150 horsepower to more than 1500. You would need to know the application, and how it was built, year model, etc.
it varies, they use the same size block for multiple outputs, they stopped using horsepower numbers because of legal reaons, most are 5-7hp

There is no correlation of cubic centimeters and horsepower. If you had provided the manufacturer of the engine and the model number I could provide you the answer. An example would be a 200 cc 2 stroke racing bike engine may deliver upwards of 50 hp were a long life slow revving 4 cycle 200 cc Flathead may only deliver 5 hp.
