The full Honda CR range from the 80 all the way up to the 500 are all 2 strokes. Unfortunately Honda discontinued making 2 stroke dirtbikes in 2007.
the difference between the Honda CR and CRF is that the CR is a two stroke bike, while the CRF is a 4 stroke bike.... the F stand for four stroke

There is not a govenor on any dirtbikes unless some one put it on after they bought it otherwise Honda, Kawisaki, Yamaha etc. do not put govenors on there dirtbikes
