By backing the choke out I assume you mean turning it off. If it stalls when the choke is off but runs while it is on then you have an air leak somewhere
Try cleaning the carburetor if there is a filter replace it.
Your mower is over fueled - could be the choke is stuck on or the needle might be stuck open on your float. Could also be running rich due to a dirty/clogged air filter or faulty spark plug.
If the lawn mower is run without oil, the connecting rod bearing will heat and score, or even "weld" to the crankshaft, causing major damage.
Close choke (if equiped), if not, consider servicing the carby or the fuel pump. * This answer is answered in assumption that it runs after start. If you have to put petrol down the carby to keep it going, consider servicing/replacing the carby
Oil is a lubricant that helps to keep an engine running. If a person runs a lawn mower without oil, the mower will run, but it will cause problems like stalling out, or worse. +++ Its engine will run, but only for a very short time before seizing, probably ruining it.

When you say the engine will turn over only when in choke, I assume you mean it runs while chokedand then dies when you let off the choke. Check the fuel filter,the air filter,makecarburetor adjustments if necessary and ultimately, checkthe throttle linkage.
