Kawasaki Ninja ZX6R/ZX636R range from the mid 90's to now and traditionally every 2 years a minor/medium model update was done and every 4 years a completely new design.
As such, the HP and performance has increased over the years.
I can give my own experience as an example, Kawasaki claims the ZX6R 2003-2004 could reach 264km/h and I witnessed 284km/h on the speedometer (which was probably about 5-10% optimistic) so their claim is about right.

No. Unless you have driven a dirt bike or some type of 2 wheeled vehicle before than i wouldn't recommend it.
Depends on the rider. A good rider could get it in about 3.0 seconds
It could be your Cam tensioners. I have it on my 1998 Zx6r. It goes away after riding a bit.
