MINE is big enough for an adult to ride. 72 inches long and at the seat 3 ft or so tall. I bought it as a starter just to get the feel of shifting and riding. It is upgradeable to 300cc's. I actually have another one for sale on EBAY. These are not toy type bikes, they were built to upgrade with ease, and they can carry Pagsta Roadsta or some people call them mini harlee's. Johnny Pag made both. Some of the mini Harlee's are only 51 inches long.

If the scooter has a larger engine it is classified as a motorcycle and you must obtain a motorcycle license, and have the scooter registered (with plates afixed) and carry liability insurance. This also means that a 49cc scooter must be road ready with rearview mirrors, turn signal lights, head and tail lights and a horn, just like the big boys. You are also restricted from using high speed highways (Roads where the minimum speed is 35 mph.) so that if you can live with these restrictions and want to use the scooter for local transportation of just one person locally. then my answer would be YES and enjoy this vehicle - I do, and I'm 71.

Under the Motor vehicle act- Mini choppers are considered illegal- however, not sure what is defined as a mini-chopper - if its the size of a pocket bike then definitely illegal. If its big enough to be considered a scooter, it may be licensed as an Low Speed motorcycle (LSM) which has certain restrictions, such as 49cc or less, does not go faster than 70kph. You do not need an MC license for an LSM but you do need some kind of drivers license, preferably a class 5, although you may be able to drive with a class 7.
