The bottom line is you can make anything go faster that has to do with electronics. over teh years ive known a few ways and in this case i have a e100 and have don these things.1,With help from a welder or such you could purchase a bigger motor but it will probably have to be welded on.2,buy a bigger volt battery,buying a larger volt battery will drain the motor faster and it will eventually die but you can always buy another one.3,with help from a welder you could get a custom gear made(fro example) a lower tooth gear on teh motor to a high tooth gear on the wheel will make lots of torque(it can drive with more weight)(will also make it slower). or teh opposite large to small creates speed but a heavy person could not ride on it.You could also go for the middle.The last way i know how to make the scooter go faster it to put a large magnet on the motor(preferably neodamein magnets),this will cause teh motor to override and go faster.

Currently razor E400 does not exist.They're is E100 that can go up to 10 mph, an E200 that can go up to 12 mph, and an E300 that can go up to 15 mph.

Either increase the size of the front sprocket or decrease the size of the rear sprocket. This will change the gear ratio and make the scooter faster. Although you need to kick harder to start the scooter. Also, I do not know of any sprocket mods available online so you would probably have to get it custom made which may be pricey.
