yes. anything over 50cc is considered a motorcycle in the state of maryland.sometimes you can get away with riding a 70cc moped but i dont suggest doing so.i ride mopeds and scooters.all 50cc. if you ride a moped you will need a drivers license,a learners permit or a moped license. but yes you need a motorcycle license for anything over 50cc.
That all depends on the size of an engine. If it is under 50cc (in Michigan at least) you must be at least 15 and get a moped license which costs about 8 bucks, and you have to register the moped and put a sticker ont he back that costs 15 bucks. If it is OVER 50cc you need a driver's license and a moped endorsement. If it IS under 50cc AND you have a driver's license, you're good to go. Also, if you get a driver's license after you get a moped license, you have to give up the moped license, but you can still legally ride it
