Generally no. You should contact your state department of motor vehicles to find out what the actual legal requirements are for motorcycles. Some you may be able to address with aftermarket additions (headlight, taillight, signal light, horn, mirror) and some you can't... for example, if there are emissions requirements, it will probably prove impossible to make a dirt bike with a two-stroke engine "street legal" unless you completely replace the engine.
Some states just come flat out and say that dirt bikes are NOT street legal, no matter what modifications they may have. If you live in one of those, you're out of luck.
