From everything I have seen it would be about 12 inches for conventional fiber glass insulation available from Home Depot or Lowes.
Polyiso insulation can give up to r-6 per inch. That equates to 7 inches for r-42.

Usually the wrap iss installed first. Rigid foam insulation is often installed outside the building wrap, and batt insulation is always installed inside the building wrap. This is because batt insulation is much more moisture absorbent than most rigid foam so needs to be protected from external moisture. So batt insulation will not be installed until after the building wrap is in place to protect it, and externally installed rigid foams are not fixed in place until after the wrap is in place because they are fixed over it.
R25 can be many different thicknesses. It depends on the insulation product. Styrofoam SM would need to be 5" thick. Pink fiberglass would need to be about 7" thick. White (beadboard) styrofoam would need to be about 6.75" thick. Blown in attic insulaton would need to be about 10" thick.
If someone were interested or looking to purchase rigid foam sheets for insulation purposes they could most likely check their local hardware stores as shipping would be rather extreme depending on size and weight.
