So long as the old formica is still stuck down well. It can be done.
You'll need to rough up the old laminate so the glue will stick.
Use very coarse sandpaper, either by hand or with an electric sander.
Make sure you get all the way into the corners and edges.
Clean it with denatured alcohol before you start gluing.
