For a standard 30"- 34" high sink water lines are typically stubbed out of the wall between 16"-30" depending on the sink itself and rough in dimensions(if applicable). That does not mean that they can not be at another height, it really has to do with the sink and application layout.
Most P traps and waste elbows allow enough play to make them work. But if alignment is to far out and you don't want to go but in and make corrections they do make flexible tailpieces that should work. If it's your supply fittings they make a varity of different length supply lines.

No. Regardless of what type of supply line you use between the house supply and the faucet it will be a compression fitting. Copper lines with a nut and ferrule or flexible ones are both compression and do not need tape or pipe dope.
It is already grounded through the faucet and water pipes. Even if the supply lines are PVC, it will still be grounded through the water.

Your trap arm should be coming out from the wall at a height from the floor of 16-18", the cleanout just below the tee on the plumbing stack. The water lines should be at around 10-12 inches above the floor
