Unrestricted submarine warfare had been formally declared by Germany. The intention was to cut off supplies of food, men, and weapons to England. These supplies could as easily be carried by "unarmed civilian" ships as by armed naval ships.
The Lusitania was a boat that sailed across the Atlantic Ocean from America to some other Allied Country in Europe. In the Atlantic Ocean the Central Powers (mainly Germany) had UBoats that sank a lot of ships travelling to and fro from the Allied forces. The Lusitainia was sunk on it's voyage to Europe.
The Lusitania was a cruise ship full of Americans that was accidentally sunk by the Germans in WW1, and was the main cause of American involvement in WW1. When Germany helped to keep the U.S. out of the war by eventually promising not to sink any more passenger ships, but then Germany violated that by sinking unarmed French passenger ship Sussex. Then again Germany declared and promised not to sink unarmed ships, the promise was called Sussex Pledge.

Many of the unarmed ships were engaged in getting arms and explosives to England. As ships not carrying war materials were not "certified safe" all vessels were sunk to ensure the transport of such materials. This process is carried on today when hospitals and schools are routinely destroyed as possible "enemy headquarters" and wedding gatherings are shot up as potential "insurgent assemblies" by America and its allied in their Middle East.
