The Commander in Chief, also known as the President, is the most powerful person in the military.
The United States and the Soviet Union emerged as superpowers but had very different political ideas.

Actually, if you consider positions with the military that aren't military in and of themselves, it's Navy's football coach (somewhat over $1million, compared to the $400k for the President).
Actually it was his most important asset. He had the knack of saying the things people wanted to hear when they wanted to hear them. He had little going for him in the way of qualifications to be a great leader or military commander but he was able to get a good feel for how to manipulate people.

By all accounts, US President Lincoln believed that general Ulysses S. Grant was the Union's most valuable general. Lincoln appointed him as commander of all Union military forces and had Grant report directly to the president.

Joseph Stalin was the Supreme Commander of the Soviet Armed Forces in World War 2. The military leader most celebrated for turning the tide on the Easter Front and eventually winning World War 2 for Russia was Marshal Georgy Zhukov.

The single most important military objective of the Union armies was to defeat the Confederate armies on the battle fields. They were able to do this many times, however, they were rarely in the position of destroying a Confederate army. This did happen a few times but not enough. The idea about diplomatic recognition was a problem for the State Department. The effectiveness of Union's naval blockade of Southern ports remains a hotly debated topic among military historians.
In most military groups a Staff Captain is an administrative officer who assists the Commander.
Union General Meade is perhaps the most under rated general in the US Civil War. With that said, he believed he would be replaced as the commander of the Army of the Potomac. His belief was based on his failure to capture Mine Run. He saw from the beginning of the war that politicians were far too involved in military strategies. He blamed the Union disaster at Fredericksburg on Lincoln and other Washington politicians.
