Emperor Hirohito was the head of state, but the real power and control of
Japan was vested in the office of Prime Minister held by Hideki Tojo who
also held the Home and the Foreign Minister posts and he added the job
of Chief of the General Staff in 1944.
There were three main political powers in Japan during WW2.
Emperor Hirohito: A spritiual leader supposed by the Japanese to have descended from the Gods.
Civilian Government: A basically powerless government formed by your every day politicians. They had no control.
Military: The army had the most control of Japan, running the people's every day lives and deciding if, who and when they would attack. Led by General Hediki Tojo, who was later executed for his crimes.
After accepting the Japanese surrender on the USS Missouri, United States General of the Army Douglas MacArthur became the de facto ruler of Japan as the Supreme Commander of the Allied Powers in the Pacific. Over the next 4 plus years he decentralized the zaibatsu (corporate ruling class) and pushed through a new constitution. General MacArthur did not try the Emperor for war crimes, leaving in place a valuable figurehead which demonstrated American goodwill.
During WW II, Japan had a military leader named Tojo. In theory he was the loyal servant of Emperor Hirohito, who was the supreme authority, but in practice Tojo controlled Japan at that time. It was Hirohito himself, however, who surrendered after the atomic bombing of Hiroshima and Nagasaki.
