The South had no clearly articulated strategic design. Davis depended on a vague plan of Attrition, but it was not a carefully created Fabian Policy. There was little or no coordination between armies in the West and armies in the East. Lee's Army of Northern Virginia became the focus because of the perceived need to protect Richmond, and the Union Army of the Potomac's persistent attempts to capture it. At best, it was a slapdash, piecemeal, patchwork of tactical responses to immediate threats.
