It refers to the 'battle' that people not out fighting were participating in to support their troops. This involved buying war bonds (give us money now, youll get it back + interest after the war), donating zippers and scrap metal for guns, grease for ammunition, and clothing for parachutes and uniforms (this helped lead to 'flappers' women who cut all their dresses short to donate cloth and were thought to be scandalous).
