The Third Reich controlled basically all of continental Western Europe except Switzerland, and also occupied Denmark and Norway, by the time the US declared war on Japan in December, 1941.
Germany's allies or supporters (annexed Austria, Italy, neutral Spain and Portugal), controlled most territories not occupied by German armies. At its maximum extent, Germany had taken over Hungary, Czechoslovakia, Poland, France, Belgium, the Netherlands, Luxembourg, Denmark, Norway, Romania, Bulgaria, Croatia, and Serbia.
Germany and Italy controlled much of northern Africa (and Ethiopia), including the nominally French regions of Morocco, Algeria, and Tunisia.
Attacking the USSR under Operation Barbarossa (June 1941), Germany had taken much of the Ukraine; the Baltic states of Latvia, Lithuania, and Estonia; and western Russia as far as Moscow and Leningrad. It was not until early in 1942 that the Soviets began to expel the German armies.

During World War II, the period in which Germany took over the most territory was quite clearly 1941. In this year, German forces occupied Yugoslavia and Greece in the Balkans before sweeping into the Soviet Union in a massive attack that left them, at the end of the year, in possession of Soviet territory stretching from Leningrad in the north to Rostov in the south.
Nazi Germany reached the height of its power with the surrender of France on 22 June 1940. It had not yet lost the Battle of Britain. The summer of 1940 also marked the height of the Nazi leadership's popularity in Germany (as assessed by the internal network of informers). It's also interesting to look at 1941. At the beginning of the year Germany was still setting the agenda; by the end of the year it was reacting to events and had lost the initiative. The decision to help Italy fight Greece delayed the start of Operation Barbarossa by a few weeks. In 1941 Germany also started tp help the Italians in North Africa. Moreover, in 1941 the Japanese refused to attack the Soviet Union in the Far East and decided instead to go for the jackpot in the Pacific region. In November/December 1941 the German advance ground to halt just outside Moscow and a few days later Germany declared war on the U.S.
