During World War 1, there was an arm race because there was war and that countries had to protect themselves, but in your question, yes there was an arm race between the British and Germany. I hope this has helped. I'm not a historian, you might have to look into that.
arm race
Anytime two or more countries try to out produce each other in a given type of weapon or in overall military capability (e.g. one country may concentrate mostly on building tanks while another may concentrate mostly on building aircraft, while yet another concentrates mostly on building their infantry capabilities - this would be an asymmetric arms race).
Military expansion in Europe turned into an intense arm's race.

M.A.D- mutually assured destruction. Since both Superpowers (USSR and USA) had a nuclear weapon, they knew that if one will attack the other, both atomic bombs would have been fired and they would have destroyed the world. Therefore, they fought in Arm race, Space race and Proxy wars (wars fought by smaller countries on the behalf of the superpowers). Also, in the Cold war there were no actual fighting between the USSR and the USA. Hope it helped :)
They are in the Arabic arm of Caucasions.
The arms race was a part of the Cold War. Both sides struggled to be supreme in terms of weapons and defenses against them. There was also the Space Race that took place during that time frame.

The arm's race started because the United States wanted to have a stronger military than the Soviets. They did this because the Soviets made bombs that could destroy a whole city. The United States worried that the Soviets would try to come and destroy their military. So, scientist developed bigger bombs and missiles. The Soviets and United States made bombs and missiles to see who had the better bombs and missiles. That's how the arm's race began. Hint: If you pay attention to the words "arm's race", you can see that it states that they raced using their arm's.
An arms race, in its original usage, is a competition between two or more parties to have the best armed forces. Each party competes to produce larger numbers of weapons, greater armies, superior military technology, etc. in a technological escalation.
The biggest result, was that the war caused the creation & launching of HMS Dreadnought in 1906 (keel was laid in October 1905, four months after the battle of Tsushima, which verified the Dreadnought's construction). Dreadnought caused a whole new naval arm's race which led directly into WWI.
Raising the arm laterally at the shoulder is primarily caused by the contraction of the deltoid muscle. This muscle is responsible for abduction of the arm at the shoulder joint, allowing you to lift your arm out to the side. The action is coordinated by signals from the brain through the nervous system to the muscle fibers.
