Strategically, it seemed to make little sense because Germany already had a war on its hands on several fronts simultaneously, and finding the war against Russia much tougher going than anticipated. But the US had been the major provider of strategic goods to the British and it was to be feared that they would do the same for Russia, with Germany unable to do much about it in either case as long as it recognized the US's 'neutral' status. Plus, Hitler gambled that with Japan just having started the war in the Pacific against the US, US shipping and its supply convoys could now be attacked full-scale without the US being able to du much about it as its resources would be tied up in the Pacific. In that way he might bring Britain to its knees for lack of vital supplies before the US would be able to turn its attention to Europe. As it was to turn out, he was wrong
Germany's U-boats. The decisive factor of course was the Zimmerman telegram in which Germany tried to persuade Mexico to attack the USA and reclaim the territories it had lost to the USA some 70 years earlier.
The US did enter into an undeclared shooting war with Germany in the fall of 1941 because Germany has declared war on the US.
