No they do not. You may go to a dermatoligist anytime without a referral. As a dermatologist, I see people many a time without referral, and all dermatologists can bulk bill payment, and send them to medicare.
There are no one company or person who can help you. Consult a doctor and seek a referral to a dermatologist, you should see an experienced dermatologist for your skin problem. Open pores do lead to pimples and acne if not corrected as there is excess oil secretion.
It took me about 6 months to get an appointment to see the specialist (can only get in with a referral) and depending on how busy the doctor another 3 - 8 months for the surgery date once everything checks out.
