You just have to not pluck them more. Lanolin may help. When I was a teen my parents had a gas stove that required it to be lit with a match. I was doing this one day when it blew up in my face. All of my eyelashes and eyebrows were blown off. I used lanolin to help promote growth. It may work for you.
That's easy! If you want to pay to get them done, then you should have them plucked. Waxing is quicker and less painful, but sometimes you can wax to much. With plucking by tweezers you can tell when you need more off, and when you're done. You can do plucking yourself too at home.

They will grow back less often and fewer, but some single strands will grow back thicker, as plucking the hairs rushes an extra blood supply to the are (hence it turns red) Plucking is tedious and must be done often but has 2 perks: cheap (actually free) does not scar (lasers/electrolysis can cause scarring)

Look at celebrities for inspiration. Use a white eyeliner to colour over any hairs that you think you might pluck to get an idea of what it would look like. NEVER use a razor. Follow the natural shape of your eyebrow and start by just plucking out stray hairs above and below the eyebrow. Some cosmetics companies, which I think include Benifit, make 'eyebrow stencils' which are useful for the first few times. Alternatively, get them done professionally and follow the shape that they put in.
Well, as you should know getting waxed is painful, unless you have done it before. Gradually you get over the pain and it doesn't hurt as much. Getting your eyebrows wax is different. I think it doesn't hurt as much as example getting your legs waxed, but as I said you will get over the pain eventually. I hoped I helped.
