Assuming you mean using smaller piping in a compressed air system-- answer is no, the air pressure does not increase. In fact, the air pressure measured at the end of the line will be lower due to increased pressure drop in the smaller lines from the compressor. The air velocity in the pipes will be higher because of the reduced inside area of the lines, but the actual pressure will be lower at the exit. An air tool at the end of the line would be less powerful.

I had the same problem but the compressor would shut down from over heating. It turned out to be the pressure relief valve leaking. Listen for leaks. I ordered a new valve but never installed it because it turned out that mine was just stuck. Once I freed it, it has worked fine since. Also : The compressor is not shutting off because it is not reaching the shut off pressure. Check for air leaks. If it will not develope more than 60 psi, it may be worn out.

Short Answer: Because it takes power from the engine to operate the A/C compressor.
