A screwdriver should be 100% efficient, if there are any small losses they will be due to deforming the screwhead, or frictional losses on the screwhead.
The tire tool has a wedge on the back end of it (end you put into the jack). Put it between the rim and wheel cover and pry on it a little. Be careful not to kink the wheel cover. Large flat screwdriver will work too.

I just did it on a 2005. Very easy. Using a screwdriver, carefully insert the blade between the cover and the black mirror part (narrow part closest to the car). Work the blade of the screwdriver in between the cover and the black base. Carefully twist the screw driver a little bit to push the cover away from the car. Move the screwdriver around a little to different places on the narrow part of the mirror. The mirror cover slides off - away from the car to come off.
I worked at a tire/ wheel shop for 6 years. Have a '99 Contour v6. A flathead screw driver should work just fine. Find the notch on the edge of the center cap, stick the screwdriver in and pry it a little and it will pop right off and expose the lugs. I like to put my index finger between the screwdriver and wheel so not to scratch anything, plus it's better leverage.
