Pretty much dates back to start of society - say when the biggest guy in the cave (or the one with the biggest club) who provided protection and led get to take whatever portion of the food kill he wanted first.

Taxes were a majorpart of the operations of the governments of all the "great societies"...like the Greeks and Romans. One main reason to send troops to conquer another society or country was, (not just for the rape & pillage which was really for the troops), but to extract taxes from the conquered thereafter.

Later, when the Kings men showed up and said "we will take that cow and 2 chickens for his highness...and a keg of ale for us"...
