Prophetically speaking... the word "mountain" is symbolic of "GOVERNMENT."

So, if "mountains" are large, world-ruling empires or nations... then, "hills" would be lesser, smaller nations and governments.

In king Nebuchadnezzar's dream of future world empires, symbolized by a "metallic man" (Daniel 2)... Daniel describes the coming (gospel; good news) of the Government or Kingdom of God as a "MOUNTAIN."

"...and the Stone that smote the image (the "metallic" man; man's governments) became a great Mountain, and FILLED THE WHOLE EARTH." (Dan.2:35)

Then, Daniel gives us God's "interpretation of Nebuchadnezzar's dream: "...This is the dream; and we will tell the interpretation thereof before the king..." (verse 36)

"...in the days of these kings (governments and rulers) shall the God of heaven set up a Kingdom (mountain), which shall never be destroyed: and the Kingdom (mountain) shall not be left to other people, but it shall break in pieces and consume all these kingdoms (man's governments), and it shall stand for ever." (Dan.2:44)

"...it shall come to pass in the last days, that the MOUNTAIN of the Lord's house shall be established in the top of the mountains, and shall be exalted above the hills (all of man's governments, great and small); and all nations shall flow unto it. And many people shall go and say, Come ye, and let us go up to the Mountain of the Lord, to the House of the God of Jacob; and He will teach us His ways, and we will walk in His paths: for out of Zion shall go forth the law, and the Word of the Lord from Jerusalem." (Isa.2:2-3).

"...They shall not hurt nor destroy in all My Holy Mountain: for the earth shall be full of the knowledge of the Lord, as the waters cover the sea." (Isa.11:9)

In Bible prophecy... mountains and hills are great or small governments, kingdoms and nations.
