It is about keeping your promises to God. The first part of I Samuel is about the calling of Samuel by God. The current high priest's sons were doing evil in the sight of God in the way they carried out their duties, so Samuel became the last of the judges in The Bible and the first of the prophets.

Learning to listen for God's voice is another lesson to be learned there. Elijah, the prophet, was another person who had to learn this lesson under different circumstances than Samuel.
