True, The Bible never actually says this (nor is it a valid teaching, even in other words), for God NEVER makes a sweeping promise to "fulfill the desire of your heart." Indeed:
"For from within, out of the heart of men, proceed evil thoughts, adulteries, fornications, murders, thefts, covetousness, wickedness, deceit, lewdness, an evil eye, blasphemy, pride, foolishness. All these evil things come from within and defile a man." (Mark 7:21-23)
However, you might be thinking of passages such as these:
Psalm 145:19 - He will fulfill the desire of those who fear Him; He also will hear their cry and save them.
Proverbs 10:24 - The fear of the wicked will come upon him, And the desire of the righteous will be granted.
Note the qualifiers in these verses, though: "those who fear him" and "the righteous." Both statements are other ways of saying "obedient believers." Thus, although they're Old Testament verses, the principle they impart is unchanging, and fully applies to Christians.

Burton L. Mack describes a trick that can be used to make any Book of the Bible say what you want it to say. Mack says in Who Wrote the New Testament that at first the study of a text may not seem to support a traditional Christian conviction, or the answer one hopes to find in the Bible. But with a little ingenuity, one can set up the comparison again with other emphases and make the answer come out right. This trick seems to come naturally when studying the Bible, and Mack sees it happen all the time in the classrooms of the School of Theology at Claremont.
Using this trick, you can now find scripts anywhere in the Bible to state that if you to give your life to God and he will fulfil the desire of your heart. All it takes is a little ingenuity.

Absolutely! If God has put that desire you want in your heart, He most certainly can! God created the Universe! He can do pretty much ANYTHING if He wanted to! Here is an inspiring Bible verse on this. Psalm 20:4 says: May he grant your heart's desire and fulfill all your plans. Just an absolute powerful verse right there! So, if God wants to give you something you desire, He will do everything He can to bring it before you!

Buddhist has no holy scriptures of its own as the word "holy" would identify a godly origin. There is no god in Buddhism, thus no god given origin of scriptures. Buddhist texts and books (e.g. the Heart Sutra) are important as they contain discussions and arguments for the Buddhist wold view.
