Although this question is just a phrase (rather than a complete sentence), this biblical passage is significant. Ezra 7:21 records the decree of Artaxerxes (son of Xerxes - the Persian King who was defeated by the 300 Spartans with the help of 2,000 Greek troops). At this time, the nation of Israel had been captured and carried off into captivity in Assyria, Babylon, and Persia. However, they were being released and allowed to return to their homeland to rebuild the temple. As part of this return, Artaxerxes issued a decree that his subjects should assist the Jews in their return and rebuilding project. Of note here, Artaxerxes wasn't releasing the Jews because he liked them necessarily. He wanted them to rebuild their temple so that they could pray to "their god" and ask for "his god" to bless him.
The ancient Kings were totalitarian rulers who could order instant death for anyone if that was what they wanted. It would have been 'poor etiquette' to appear sad in the Artaxerxes' presence and this could have had a bad end for Nehemiah. The fact that he showed his feelings enough to be noticed gave Nehemiah undoubted cause for concern. Evidently though, his previous good service had held him in good favor with the King and so it led to a good outcome, with God's help as well of course.
