The Old Testament consists of a lot of books, probably written by different people over a long period. General opinion is that its writing was spread over 1000 years from the 12th Century BC to the 2nd Century BC.

The Old Testament was completed by the second century BCE, long before Paul lived. He did not write any books in the Old Testament.
First the Assyrians, then the Babylonians, followed by the Persian Empire, the Greeks and finally by the Romans.
By the end of the old testement, Persia had already defeated Babylon and through it's king Cyrus, the exiles returned to their land. What the Old Testement doesn't cover is the Hellenist period in which the Jews were subject to the Greeks for quite a while until the rebellion of Judas Macabee. After a 100 year monarchy of the Jews, the Romans finally took over and would be in charge for hundreds of years.

There are two "Testaments" in the Bible, the Old Testament and the New Testament. Testament is another word for "covenant". The books of the Old Testament cover the time period under God's Covenant with Abraham and the children of Israel. The books of the New Testament were written during the time period under God's New Covenant, which was given to mankind after the Lord Jesus Christ walked this earth, became man's substitutionary sacrifice when He was crucified, was buried and rose again.
