In today's modern notation it is XIX but the Romans themselves worked out 19 as XVIIII and sometimes simplified it to IXX (-1+20 = 19)

In fact the Latin word for XVIIII is 'novemdecim' which means nineteen and the Latin word for IXX is 'undeviginti' which means one from twenty.

Today's new rules governing the Roman numeral system were introduced during the Middle Ages but that was nearly a thousand years later when the Romans were no longer around to verify the authenticity of these new rules.

But there are clues still out there on how the Roman numeral system should be properly written and compiled.
