This is a strange question, since most cats with Diabetes drink an awful LOT of water -- it's a typical symptom (polydipsia) of high blood sugar.
A diabetic cat who stops drinking water is doing it because either
a) he's very ill, or
b) he's extremely well-regulated and eating canned moist food with plenty of water content (good idea)
if you're not sure your cat is ignoring the water because of case b), then assume case a) and take him to the vet.

Your cat may drink the water simply because it can. Some cats like filtered water more than regular water, and some will only drink certain types. If the cat has fresh water in it's bowl, it is probably just drinking out of the glass because it can.
