Remember that a vest doesn't make a dog a service dog. Claiming a dog is a service dog when you are not disabled, or when the dog is not individually trained to perform tasks that mitigate your disability is a criminal offense that can result in fines and or jail time.
Most legitimate teams get their vests from the programs that train their dogs. Those who are qualified to train dogs for themselves (ie have the experience and skill), generally know where to get the gear.
Service dogs wear a vest so that they are easily identified. It is not required by the federal law, but it does make access easier. It also helps the dog differentiate from "work" and "play". When the vest is on - they are working. It is not ok, however, to put a vest on just any dog and claim that it is a service dog. That does a disservice to those who truly need the dog.
IF your referring to Service Animal Laws in Wisconsin they are the same as federal laws regarding the same matter, but they must also have a a special harness or vest in wisconsin indcating they are a service dog.
Generallly they can be identified f they have a special harness or vest, although this is not required in all states, so service dogs must have some kind of ID indicating they are a service dog, the person they are with must also have an ID indicating they are allowed to handle service dogs/service dogs in training.

Service dogs are usually issued some form of identification for when they are in public such as a vest that clearly states their job, Like for a seeing eye dog or therapy dog. If the dog isn't bothering anyone then maybe I would let it go the first time but ask that in the future they provide the dogs ID. especially if the dog is entering a business where other patrons may complain about it's presence.
