A monkey would be considered an exotic pet. Anyone who wants an exotic pet should first look up their particular state's law regarding exotic pets. Once that's done you need to research the particular monkey that you are looking to buy. Pygmy Marmosets have very specific dietary needs and many a pet marmoset has died because their owner didn't know they require a high amount of vitamin D3. You also need to know that Pygmy Marmosets have teeth specifically made to gouge bark and they may be destructive to wood. They also pee and poop on their paws because, in the wild, it affords them better a grip. They make high pitched noises meant to carry over long distances, they have have a strong scent, and require a high perched secure spot with soft fuzzy things to cuddle up with for sleeping. They are also prone to becoming aggressive once they reach sexual maturity and will likely bite and claw. They live some 16 to 20 years, so you would be making a very long term commitment. You'd also want to make sure that your local vet cares for exotics or find one who does.

If you've done all the research and still think the Pygmy Marmoset is the pet for you, then you have the unenviable task of finding a reputable breeder. There are quite a few websites out there with primate breeders looking to sell monkeys, all you have to do is run a search on any search engine to find a slew of them, but if you want to find a good breeder, your best bet is to ask a vet or someone who has previously purchased one.

First you must find out if it is legal to own a primate in your respected state/country.

Then you will have to hunt down for the actual monkey, be forewarned that owning a pygmy marmoset as a pet is incredibly difficult and do not attempt to do so unless you are very experienced and willing to devote a lot of time.

Depending on where you live the question may need to be "can I buy", as it is illegal to own a primate privately in California, Colorado, Connecticut, Georgia, Kentucky, Louisiana, Maine, Maryland, Massachusetts, Minnesota, New Hampshire, New Jersey, New Mexico, New York, Pennsylvania, Rhode Island, Utah, Vermont, Wyoming. And in West Virginia, primates will no longer be allowed as of January 1, 2009. If legal in your locale then there are many websites available for the purchase of a primate. 99% of pet stores will not carry them as they have learned the hassle of monkeys and the sad results of selling monkeys to individuals, so it it is pretty much online shopping these days.
