First off, we are talking about the U.S. right? Second, I had a male capybara named Casper. As a baby, he was gentle and kind. As an adult, when I tried to hand feed him he bit my hand which HURT. As an adult he also made loud noises at 5:30 AM which woke me up. I still loved him. I just wanted you to consider that, not that ALL capybaras are like that. Maybe it was just him. Now, back to the question. I lived in Missouri, where it is legal to have. As for most of the states western, they are pretty much legal. In a few towns, they might not be, but you can contact your city. As for the states eastern, it usually isn't legal.
Hope this helped!
Sources: I had Casper and I used to work for a zoo and the government of Missouri.

Bottlenose dolphins are illegal to have as pets in all 50 states of the US. They would also be incredibly difficult to maintain even if it was legal.
