We're curious too! Our dog is nearly identical, but he's a mutt. There is a breed of dog called a Berger Picard, or French Shepherd, that's very similar. The dogs used in the movie "Because of Winn Dixie" were that breed.
Actually, the dog from the commercial is a rescue dog named Chopper. I'm pretty sure he is a mixed breed also.
According to the American Kennel Club's website, the dog does not match any of the dogs in the terrier group. And he is definitely NOT a West Highland terrier, as someone has claimed in a different version of this question.

It looks a lot like a border terrier mixed with a schnauzer. Could just be a border terrier.! Google border terrier and look at the images for it . There is a blond colored one that looks a lot like "trouble".
Too weird our Dog who was a rescue dog out of south St. Louis looks just like the dog from the commercial, even rolls around and scratches her back like the one in the commercial. I wonder if our dogs our brother and sister.
Since so many people love the Traveler's insurance dog, there is a simple DNA swab test that can be done to determine the EXACT breed(s) that combined to make this particular dog. Shelter dogs are the BEST and I'm sure people would be interested if Traveler's confirmed what breed Chopper actually is.
It's not currently known what official breed Chopper, the dog from the Travelers commercials, is but he is a confirmed rescued mixed breed. Travelers believes Chopper might have a majority of Highland Terrier in him.
