If it is made for a cat it is made for the cat to walk on. But I think the type you mean is the one they have in like the really big buildings and stuff where they have the pipes and stuff, and in that case it is used for the workers to get up there and either work on it or fix it. It is called a cat walk then because it looks like only a cat could walk on it.
