There is not a breed of dog that is known for being a biting breed. Although there are several breeds that are know to be aggressive such as Dobermans, Pit Bulls, and Rottweiler's. This is at debate not a proven fact. What is proven is a matter of statistics. Pit bulls (and pit bull mixes) have overwhelmingly caused the most fatalities in the last few years.
Dogs will bite while being playful depending on how the dog was raised and what breed it is. Some breeds bite more frequently then others and a dog that is raised in a loving household will most likely not bite.

If it is your own dog there is likely no reason you should not pick up the dog. If it is a strangers dog it is not a good idea. Some dogs do not like to be picked up and will bite if you try to pick them up. This is more likely to happen if it is a dog that doesn't know you.
