Allergy, Respitory ,lung worms,something lodged in throat,disease,flue just to name a few.Treatment also depends on the nature of the cough.There are plenty of medications you can give your dog to keep it feeling more comfortable however its better not to assume as you may treat you dog for the wrong illness or infection

i think what you mean is reverse sneezing, it is normal its reverse of how how we sneeze when we sneeze we let hair out, they do the reverse
