They probably bark at bigger dogs because they want every dog to know that just because he is small, he's tough. Some little dogs do that. They like to stand their ground/
Depends on the owner and how socialized the dogs are. I have two wiener dogs and a pit bull, they all get along and they all like other dogs. I had them since they were puppies & they are so well behaved, calm and happy in any situation. Dachshunds are the best.

If they feel threatened of feel that something they care about is being threatened then they will retaliate. They do not have the rational thoughts that humans do and will bite if they feel the need, it is a part of a dog's persona, and should be taken into account whenever dogs are going to be introduced to the home of small children. Dogs are wonderful with small children, you just have to make sure you get the right dog for the situation. and yes wenier dogs have feelings like any other animal
