I don't know much about that model but on most riding lawnmowers, there's a pin on the back underneath the seat that shuts off the tranny (for pushing the mower similar to taking a car out of gear). Reach back there and release the pin & jiggle it a little to make sure it's not engaged and that should do the trick.
If that doesn't work, then you likely have a broken drive belt and/or pully. Take it to a repair shop or find a buddy who knows basic auto/engine maintenance.

A John Deere belt diagram can be found in an owner manual. The manual should have all the diagrams, and other information for the tractor.
They are metric bolts 8mm x 1.25 pitch and are hard to find anywhere but your local JOHN DEERE dealer.
To replace the front wheel on your L130 John Deere lawn mower you need to first take out the old one. Place the jack under the front wheel frame of the lawn mower, then place the new bushings over the axle hole in the wheel.
