No. Both involve painful conditions but seedy toe, or white line disease which can cause a separation of the hoof wall at the toe, is exasperated by wet and humid conditions does not affect the heel of the horse. Navicular syndrome or disease is a condition that affects the navicular bone. Boney changes here can create a roughened surface for the deep digital tendon to slide upon... causing heel pain.
I had my second toe straightened in August of 2010. Even though it is straight, it is much shorter than it was and has raised high enough that the third toe is bending down under the raised toe, causing severe callouses on the bottom of my feet which are very painful. I had the hammer toe about a year. Even though the raised toe is not as painful, I am still unable to wear most shoes and need a lot of padding to even walk.
Seedy Toe can be treated by getting the horse's hoof a good natural trim and keeping up on it. This should allow the hoof wall layers to re-attach as the hoof grows out and the infected materials are cut or rasped away. Meanwhile you should dig out as much of the black stuff as possible without getting into live tissue and then treat the hoof with a commercial product or by soaking.
There are less painful areas, yes. Try pinching yourself on the toe, and then on your forearm. The nerves must be closer together on your toes, than you arms; maybe because the toes are so small. At least the tatoo on your toe will be a shorter job than on your arm, but it is probably a little more painful. Plus, it's rubbing against the bone. But it all depends on the pain threshhold of the person, really.
The bum was a seedy remnant of the days when they rode the rails. George did not think that his suit jacket was seedy. His wife disagreed.

The least painful place to be shot is on the toe of a steel toe boot. Without clothes or accessories, the best place to be shot is on the side of the hip.
