3 years old is better because at 2, a horse is still developing a lot. 15 minute rides at the walk and maybe jog if they are well developed are all you should do if you break it to ride at 2. 3 years old is still young, and nothing too strenuous should be done, like collection. By 4 though, the horse should be able to do whatever you ask it to (providing that you have properly conditioned the horse, that is)
