There arent any actual pure wolf breeders. Any breeder who claims to sell pure wolves, especially arctics, to private owners does not actually have pure wolves and is selling wolfy looking dogs. There are many reputable high content wolfdog breeders, such as The Wolf Crossing, Wolf Creek Habitat, and Southern Breeze. If its your first wolfdog I would suggest a low or mid content. It would be best to get one from a wolfdog rescue (there are many). There arent many good low or mid content wolfdog breeders. I can suggest you check out Southern Breeze and Harvest Moon Wolfdogs.

There is no definitive answer to this, because all wolfdogs have different dog content and so each is different. They probably run anywhere from 30-45 mph, however. Also, 90% of wolfdog ads/breeders are scamming people, so google wolfdog misrepresentation and study up if you ever want a wolfdog.
You should join the "Stop Wolfdog misrepresentation," or "Wolfdogs for beginners" or "Peace for wolfdogs" groups. The people there have raised wolfdogs for years (many for 30 years or more), have worked in wolfdog/wolf preserves, and some have even been on the news for their expertise on wolfdogs/wolves and in court to identify real wolfdogs from the 90% of people being scammed everyday. They really know what they're doing and are friendly and ready to educate! That's what they're there for.
