there are short hair border collies I have 2 and both parents where long haired as was there grandfather so it hair will most likely stay short Border Collies (along with several other breeds, such as shelties) have shorter coats while puppies, but their fur tends to keep on growing as they age (especially the mane) - this usually takes up to one or two years. Undoubtedly, if the mom has long hair, your BC will grow a fuller coat as she grows older. She is still a puppy, after all - just give her some more time.
No. Border collies were not bred for weather extremes, sorry. This dog would definetly be uncomfortable and possibly would die of heat stroke or cold. No dog should always live outside... they should have access to both inside and out. What if you had to stay outside your whole life? Dogs want to live with their pack, it is unnatural for them to have to stay outside alone. Plus, it's uncomfortable and sometimes... illegal.
