I can give you several answers to this. I work in a vet clinic, so I can tell you to estimate a minimum of $500.00 per year toward veterinary bills (with possible emergency room visits, which cost more).
You will also need food for your dog. That will cost (average from my medium sized dog who eats purina hard dog food) around $300.00 per year.
City License: $5.00 per year (cost depends on city)
Toys get chewed up and destroyed (and they cost alot!) approximately $80.00 per year.
Leash, collar, pet bed/blanket, dog kennel: approximately $120.00
Do you rent? Pet deposits are commonly $500.00 to $2,000.00 depending on area and rental property. (And I've never gotten one back before...the owners just assume there will be damage.)
Boarding! Yup! I went on a 3 day vacation: it cost me $30.00 per day and the dog came back covered in crystalized urine!
Visit to the groomer (before we even went home)... $35.00
And now for the non-monitary part....
Every morning we get up at 8 am. Do you know why? Because my laborador is awake and hungry... Bark! Bark! Bark! And she is LOUD.
I bearly make it to the kitchen to feed her and she is barking to be let out to go potty.
Then we have to go for a walk. This wears down her energy so she won't chew my furniture.
Then she goes in her kennel while I'm at school or work. When I come home, we get to go potty, then for a walk.. then she eats, and then we go outside again. Then she sleeps on the couch. ... and the whole thing starts over. Typical day.
Don't get me wrong.. she LOVES to cuddle and she's a great protector. I just think everyone should know the responsibility is about 50% of a 24 hour day, and quite a bit of money to take care of a dog.

you should'nt buy a dog if you don't have the time and energy needed to take care of it. Dogs are a big responsibility and need loads of care and love in order to be healthy and happy pets.
As long as you were not tresspassing, you can sue the owner of the dog. Their dog is their responsibility.
