Yes I have a 9 week old rat with a 3 week old rat. Just be readdy for some unfair squabbling. My nine week old used to pick on the young one now they snuggle and everything.
Keep them warm and feed them powdered replaement milk, they eat every four hours. If you plan on setting them free then find the nest and attract the mum.
Same way you care for a normal rat. Lots of research into diet, housing, husbandry & handling.

start with a good cage for the rat, get rat food and water. remember to take it out of its cage a lot so it doesn't get scared when it needs to. also have a great friendship together.
