Taking away a cat's water is definitely not ideal, as it is required by law for an animal in someone's care to have fresh drinking water available at all times, even if they do not drink that often, as many cats do.

Try using a heavier bowl so the cat cannot move it about. Ceramic bowls are usually too heavy for a cat to scoot across the floor. There are also stainless steel bowls that have rubber edges to them that prevent them being moved about. I have both types of water bowls for my cat, and they never get pushed around.
