You can buy the part online or at your local JOHN DEERe dealer ~$30. Take the hood off, remove the battery, and from the bottom side you should be able to access the two bolts. You will need to remove them as well as the screw that holds the cable on at the engine. You can replace just the lever, but it comes complete so you might as well do it all. The bolts are a real pain. You will need extensions and a universal joint. Bolts should be 10mm. Be careful not to strip the threads.

The throttle cable is located on top of the throttle body.
A push-pull throttle is a very misunderstood thing. It is a dual cable throttle operation where in the pull cable is what opens the throttle plates. And, the push cable along with a throttle return spring is what closes the throttle plates.
The throttle cable is not adjustable.
The throttle cable does not go from the transmission to the throttle body.
throttle position sensor is located on the throttle body oposite of the throttle cable. Should be held on by 2 screw and a 3 wire plug.
There is no adjustment on the throttle cable.

I had a stuck throttle on my 1996 Passport. The throttle cable had a piece of protective black rubber around the throttle cable between the outer cable covering and where the cable connects to the throttle body. The rubber had began to come apart and some of it was getting inside the throttle cable covering, causing the throttle cable to bind. I removed the rubber piece and cleaned out the cable by covering it with GOOF-OFF and then sliding the cable in and out until my cleaning rag was clean when I wiped off the cable. I did not replace the rubber piece and have had no problems since.
